Leeds will reject Arsenal's opening approach for Raphinha because it falls short of the Brazilian forward's value.
Although Raphinha, 25, has two years left on his contract and is not likely to sign a new one at Elland Road, Leeds are not under any rush to move him.
Arsenal is anticipated to make a revised offer.
Barcelona is rumored to also be interested in signing Raphinha, whose agent is former Barca player Deco.
The Brazil international signed a four-year contract with Leeds after leaving Ligue 1 team Rennes in October 2020. In his debut season, the player scored six goals and provided eight assists in 29 games of the Premier League.
The previous year, the player scored 11 goals and provided three assists in 35 games of the league.
The negotiations between Arsenal and Gabriel Jesus of Manchester City are still ongoing.
The Brazilian international is reportedly being sought by City for £50 million.
